Whereas D.C. was granted what’s generally known as “home rule” within the Nineteen Seventies, Congress nonetheless approves its price range in the course of the appropriations course of. Stopgap spending payments, just like the one handed Friday, sometimes embody language permitting D.C. to proceed working below no matter price range town has permitted, regardless of the federal authorities being held to ranges from prior years.
