For families with loved ones behind bars, the expense of staying connected has long compounded the challenges of separation. A growing number of states and counties have begun removing those fees for phone calls, video visits and messages, a change that advocates link to stronger family bonds and smoother transitions back into daily life. The shift affects an estimated 330,000 incarcerated people nationwide, according to analysis by the nonprofit Worth Rises. In one example, telephones inside a Missouri state women’s prison once required per-minute payments that many households struggled to cover.

Examining Six State Systems and Multiple Jails

Researchers reviewed policies in California, Connecticut, Massachusetts, Minnesota, New York and the federal prison system, along with more than a dozen county facilities including those in Los Angeles and New York City. The study focused on how agencies negotiated new contracts directly with providers after deciding to cover communication costs themselves. This approach replaced the older model in which private companies charged high rates and shared revenue with correctional facilities.

Officials in these jurisdictions cited rehabilitation goals and reduced recidivism as primary reasons for the change. The report notes that regular contact helps incarcerated people maintain relationships that support housing plans, employment searches and child care responsibilities after release. Correctional staff described the policies as practical tools that lowered day-to-day tensions inside facilities.

Clear Drops in Spending and Sharp Rises in Use

After the policies took effect, average costs fell by roughly 62 percent across the state prison systems studied and by 68 percent in the jail systems. Those reductions came from direct negotiations that eliminated the previous per-minute charges passed on to families. The savings reached more than $622 million for incarcerated people and their relatives, with the largest share going to Black and brown households that face incarceration at higher rates.

Metric State Prisons County Jails

Daily call time before free access 25 minutes 27 minutes
Daily call time after free access 45 minutes 57 minutes
Additional calls generated Nearly 600 million
Additional minutes of connection 6.4 billion

Usage patterns shifted noticeably once fees disappeared. In the prison systems, average daily call time per person rose from about 25 minutes to nearly 45 minutes. In jails, the figure more than doubled, moving from roughly 27 minutes to nearly 57 minutes each day. The report estimates these changes produced nearly 600 million extra calls and 6.4 billion additional minutes of connection overall.

Shifts in How Families Stay in Touch

With costs removed, conversations moved beyond urgent financial matters to include routine updates and planning. Incarcerated parents could participate more consistently in decisions about their children’s schooling or medical needs. Families reported greater ability to coordinate housing arrangements and job interviews ahead of release dates.

Staff observations reinforced these patterns. Officers noted fewer disciplinary issues tied to stress over missed calls or unpaid bills. The report presents these outcomes as consistent across the examined sites, though researchers caution that long-term recidivism data will require continued tracking as more jurisdictions adopt similar approaches.

Practical Steps for Other Jurisdictions

States and counties considering the same change can draw from the documented contract negotiations that produced the reported savings. Key elements include direct payment to providers rather than revenue-sharing arrangements and clear tracking of usage increases. The study highlights that staff support tends to grow once safety improvements become visible inside facilities.

Advocates expect additional systems to review the findings as budget cycles advance. The human impact centers on families who can now maintain steady contact without choosing between a phone call and other necessities. Further observation will show how these policies affect reentry success rates over time.
