Las Vegas — A Nevada Gaming Control Board member urged Resorts World Las Vegas to develop an NBA arena on its vacant land during a recent licensing hearing. The suggestion came as regulators recommended approval for the resort’s top executive amid vows of stronger compliance measures. This pitch highlights growing ambitions to revitalize the north end of the Strip through major sports and entertainment projects.[1][2]

Turning the Page on Compliance Challenges

The Nevada Gaming Control Board recommended licensing for Carlos Castro, president, secretary, and treasurer of Resorts World Las Vegas, on March 16. Castro faced questions about the property’s past regulatory shortcomings during the two-day hearing. Regulators will make a final decision on March 26.

Resorts World paid a $10.5 million fine in 2025, the second-largest penalty in Nevada gaming history, after lapses allowed illegal gamblers to operate there.[1] The resort has since ramped up its efforts. Chief Compliance Officer Jennifer Roberts now holds full authority to impose gaming bans or property-wide exclusions on suspicious individuals. This autonomy aims to eliminate past ambiguities in enforcement.

Castro emphasized these changes to the board. “They’re either placed on a gaming ban or if it’s an egregious due diligence process on information that we found, it’s a full property ban,” he stated. The board, which includes former Governor Brian Sandoval as chairman and ex-Chairman A.G. Burnett, backs the new regime.[1]

Prime Land Fuels Arena Speculation

Resorts World sits on 46 acres in a strategic north Strip location, surrounded by heavyweights like Wynn Resorts and Fontainebleau Las Vegas. Castro described the site as the “prime spot for an arena down the road” earlier this month. Plans also include a world-class convention center and hotel expansion to draw more visitors.

Board member George Assad spotlighted this potential during Castro’s hearing. He encouraged development on the unused parcels to anchor growth. The north Strip, long overshadowed by the central corridor, stands ready for transformation with Circus Circus redevelopment nearby.[2]

  • 46 acres of developable land adjacent to major resorts.
  • Proximity to upcoming Circus Circus upgrades.
  • Potential for convention facilities to boost year-round traffic.
  • Multi-use venues to complement casino operations.

NBA Expansion Eyes Las Vegas Hotspot

Assad’s proposal tied directly to NBA ambitions. “I think it would be fantastic for the north end of the Strip and for the entire city of Las Vegas and the state for that matter, to have an NBA team here,” he told Castro. The venue could double for concerts and events, broadening its appeal.[1]

Las Vegas remains on the NBA’s short list alongside Seattle for expansion. Commissioner Adam Silver plans discussions following recent owners’ meetings. Businessman Magic Johnson met Governor Joe Lombardo last month to explore ownership options. Assad hoped Silver was paying attention, calling Las Vegas a “basketball town first and foremost.”[3]

Other proposals dot the landscape, including sites near the Rio and a massive LVXP project between Sahara and Fontainebleau. T-Mobile Arena already hosts Golden Knights games for MGM Resorts. Yet Assad sees Resorts World’s position as ideal for a dedicated basketball hub.

North Strip’s Broader Revival

Regulators noted Resorts World’s strong performance despite past headlines. Assad praised it and Fontainebleau for thriving amid competition. Castro projected robust growth, citing record convention business and events like the Formula 1 race and National Finals Rodeo.

The licensing push signals confidence in the resort’s turnaround. Stronger anti-money-laundering protocols, including enhanced “know your customer” checks, pave the way for ambitious projects. Independent analysts stress that rigorous compliance remains key to unlocking such opportunities.[3]

Key Takeaways:

  • Resorts World fined $10.5M in 2025 but now empowers compliance team with full ban authority.
  • 46 acres position it as top NBA arena candidate on north Strip.
  • NGCB member Assad pitches multi-use venue to spur regional growth.

As Las Vegas eyes NBA expansion, Resorts World’s licensing saga underscores a shift from scrutiny to opportunity. A north Strip arena could redefine the area’s fortunes. What do you think about an NBA team anchoring Resorts World? Tell us in the comments.
